Plumber in Scottsdale, AZ: permits, hard water and how to hire

Scottsdale stretches from older neighborhoods in the south to newer development in the north, and its housing reflects that. Census Bureau survey data for 2024 put the median year a Scottsdale housing unit was built at 1991; about 27 percent of homes predate 1980 and about 30 percent were built in 2000 or later (ACS table B25034 via Census Reporter). Older homes in south Scottsdale are more likely to have original copper or galvanized lines and cast iron drains, while northern homes tend to have newer materials but longer pipe runs to distant bathrooms.

The city's 2025 Water Quality Report says Scottsdale relied entirely on groundwater before the 1980s, and that today 90 percent of its total supply comes from renewable surface water and recycled water. The report's water portfolio for 2024 was:

Scottsdale publishes hardness by area, and the numbers have moved. The 2025 report lists approximate hardness of 13 to 15 grains per gallon south of Indian School Road, and 13 to 17 grains per gallon between Indian School and Chaparral Road and north of Chaparral Road. The table on the city's Drinking Water page still shows older, higher ranges of 22 to 25 grains south of Indian School, 20 to 22 in the middle and 16 to 18 north of Chaparral. The city says it does not treat for hardness because doing so would not be cost effective, since most residential water use is outdoors. Soaking showerheads and aerators in white vinegar is the usual way to loosen deposits at home. Our hard water guide goes further.

Scottsdale's Permit Services page is stricter than some neighbors. It says a plumbing permit is required to install, alter, reconstruct or repair any plumbing system, gas system or lawn sprinkler supply, or for water heater replacement. Most single-family plumbing work is a "minimum" permit that does not need plan review and can be obtained online through the city's SPUR portal. The page warns that work completed without a permit will be fined double the permit fee. The One Stop Shop is at 7447 E. Indian School Road.

So in Scottsdale, ask every contractor who will pull the permit for a water heater, and get it on the estimate.

The residential rebate page lists a Smart Home Water Monitor rebate of up to $100 and a WaterSense smart irrigation controller rebate of up to $250, with application deadlines of April 30, 2027. The page says the Smart Home Water Monitor rebate will return when the new rebate season launches, so check its status before buying. A whole-home water monitor can flag a hidden leak, such as a slab leak, early.

Look the company up with the Arizona Registrar of Contractors and confirm a residential plumbing classification, such as R-37, R-37R or a dual CR-37 license on the ROC classification list. Because Scottsdale requires a permit even for water heater replacement, a handyman's exemption under A.R.S. 32-1121 does not cover that job: the exemption excludes work that requires a local building permit.
