Water heater repair and installation in Phoenix

HomeGuide puts typical lifespans at 8 to 12 years for a tank and 15 to 20 years for a tankless unit. Age is the starting point:

• Repair usually makes sense for a younger unit with a single failed part, such as a thermostat, heating element, igniter or valve.
• Replacement usually makes sense when the tank itself is leaking, which cannot be repaired, or when an older unit needs a costly repair.
• Rust-colored hot water, rumbling and popping often point to sediment or corrosion inside the tank; our hard water guide explains why.

It depends on who does it. Phoenix's work-exempt-from-permit list exempts the replacement of an existing water heater in one- and two-family dwellings when a licensed contractor does it. The city's commentary adds that the licensed contractor must verify the certification mark on the heater and install it according to the manufacturer's instructions and applicable codes.

The city's residential projects page lists DIY electric water heater replacements as needing a permit. Relocating the heater or modifying gas lines needs a permit regardless. Outside Phoenix, check your own city's rules.

Arizona's licensing exemptions for small jobs do not cover gas work. A.R.S. 32-1121, subsection D, says the handyman, materials-sale and minor-installation exemptions do not apply to any work that involves connecting to a supply of natural gas, propane or other gaseous fuel, including installing, maintaining and repairing appliances. In practice, anyone connecting or repairing a gas water heater for pay must be a licensed contractor, whatever the job price.

If you smell gas near a water heater, do not try to fix it. Leave the building and, from a safe place, call 911 and Southwest Gas at 877-860-6020. Southwest Gas says to avoid electric switches, thermostats and appliance controls and not to start an engine or use a garage door opener.

• Water pooling under the tank or dripping from the relief valve line.
• A gas smell, or a pilot that keeps going out.
• Scorch marks around the burner area of a gas unit.
• No hot water at all, or water that is far hotter than the setting.

Search the business in the Arizona ROC contractor search and confirm the license is active. The ROC says Arizona requires a licensed contractor when the total project cost, labor and materials included, is over $1,000 or when the work needs a local permit, and it recommends checking that the license is current on the day you sign. Get estimates from at least three licensed contractors, avoid rushed decisions, and do not pay in cash or sign over an insurance check, as the ROC advises. Ask each bidder whether the quote includes removal of the old unit, an expansion tank if needed, new connectors and code-required venting.
