What is plumbing like in Surprise homes?

Surprise is the newest city in this guide. Census Bureau survey data for 2024 put the median year a Surprise housing unit was built at 2006; about 77 percent of homes were built in 2000 or later and only about 2 percent before 1980 (ACS table B25034 via Census Reporter). That usually means PEX or copper supply lines, plastic drains, slab-on-grade foundations and water heaters in the garage. It also means a large group of homes from the mid-2000s building boom now has water heaters, softeners and pressure-reducing valves near the end of their expected life at the same time.

Who supplies water in Surprise?

This is the first thing to know before calling about a water problem. The city's Start / Stop Utilities page says the City of Surprise provides water, sewer and trash services, but that not all residents and businesses are served by the city. EPCOR's Surprise page says EPCOR Water provides water service to certain Surprise residents under a Certificate of Convenience and Necessity from the Arizona Corporation Commission, and that the city provides wastewater service to some of those same homes, so some households get a water bill from EPCOR and a sewer bill from the city. The city's website has a "Find your Drinking Water Provider" address lookup.

Knowing your provider tells you whose water quality report applies and whom to call about the meter, the service line or pressure on the street side.

How hard is the water in Surprise?

For homes served by EPCOR's Agua Fria district, EPCOR's 2025 water quality report says the district has nearly 58,900 service connections across parts of several West Valley cities and unincorporated master-planned communities. Its water comes from the Colorado River via the Central Arizona Project, Agua Fria River water stored behind the New Waddell Dam at Lake Pleasant, and groundwater from the West Salt River Valley sub-basin. The report puts hardness at 2 to 17 grains per gallon and explains that because the supply mixes surface water and groundwater, hardness and taste can change with the season. EPCOR's own scale calls anything above 10.5 grains per gallon very hard.

A range that wide matters for softener settings and for how fast scale builds in a water heater. If your provider is the city, ask the city for its latest report. Our hard water guide explains the plumbing effects.

Is there help paying for plumbing repairs in Surprise?

The city's Plumbing Support Grant has limited funding to help households with qualifying incomes fix high-water-use plumbing problems. A qualifying household may receive up to $750 of approved indoor plumbing or outdoor irrigation repair services. A running toilet or a leaking irrigation valve can waste far more than it looks, so this is worth checking before paying out of pocket.

Which permits apply in Surprise?

The city's Permits and Applications page says the Community Development Department issues permits for construction on private property, and the city also runs a self-certification building permit program. Ask the department whether your plumbing job needs a permit before work starts. Jobs that replace or reroute supply, drain or gas piping, or convert a water heater from tank to tankless, are the most likely to need one.

How do you check a plumber who works in Surprise?

Search the business with the Arizona Registrar of Contractors and confirm an active license with a residential plumbing classification, such as R-37, R-37R or a dual CR-37 license on the ROC classification list. Under A.R.S. 32-1121, an unlicensed handyman may only take casual or minor jobs totaling less than $1,000 that need no building permit, and must advertise as "not a licensed contractor." Our hiring guide covers contracts and deposits, and the cost guide shows typical price ranges.

How can this site help with a Surprise plumbing problem?

This site is an independent guide that explains costs, warning signs and how to hire. It is not a licensed contractor; we do not perform plumbing work and do not answer phones. To reach a plumber, call one of the licensed contractors listed on this page or see all listed contractors. Questions about this guide: email us. We do not take service requests. Run the license checks above on anyone you hire. If water is actively leaking, shut off the main valve first and read our emergency plumbing guide.

Questions

Frequently asked questions

Is my Surprise water from the city or from EPCOR?

It depends on your address. The city says not all residents are served by the city, and EPCOR says it provides water to certain Surprise residents under a certificate from the Arizona Corporation Commission. Use the city's Find your Drinking Water Provider address lookup, or check who sends your water bill.

What is the Surprise Plumbing Support Grant?

A city program with limited funding that helps households with qualifying incomes fix high-water-use plumbing problems. A qualifying household may receive up to $750 of approved indoor plumbing or outdoor irrigation repair services. Check the city's grant page for current availability and income rules before booking a repair.

How hard is the water in Surprise?

For EPCOR's Agua Fria district, which covers parts of several West Valley cities, the 2025 water quality report lists hardness of 2 to 17 grains per gallon and says it can change with the season as the surface water and groundwater mix shifts. City-served homes should check the city's own water quality report.
